Fugitive Recovery Training Program – Blended (80 Hours) – Course Description

The Fugitive Recovery Training Program (Blended – 80 Hours) prepares students with the knowledge, skills, and legal framework necessary to work in bail enforcement, skip tracing, and fugitive recovery in Texas. This blended program combines online instruction with in-person field exercises and firearms qualification to ensure students are trained in both theory and practice.

The course emphasizes compliance with the Texas Occupations Code, Chapter 1702 (Private Security Act), Texas Administrative Rules, and Webb County bail bond regulations, while also covering best practices for working with local bail bond companies, the Sheriff’s Office, and the District Attorney’s Office.

Course Highlights (80 Hours):

• Introduction to Fugitive Recovery: Roles, responsibilities, and licensing requirements under Chapter 1702.

• Texas Laws & Regulations: Administrative rules and legal limits governing bail enforcement and private investigations.

• Webb County Bail Bond Rules: Local bond regulations, bond forfeiture procedures, and compliance standards.

• Bail Bond Operations: How recovery agents support bail bond companies in monitoring defendants and executing forfeitures.

• Skip Tracing Fundamentals: Locating individuals using investigative tools, public records, and digital databases.

• Fugitive Recovery Tactics: Legal arrest procedures, entry methods, safety considerations, and field operations.

• Collaboration with Agencies: Best practices for working with bail bond companies, the Webb County Sheriff’s Office, and DA’s Office.

• Surveillance & Field Exercises: Hands-on training in monitoring, tracking, and documentation.

• Report Writing & Court Testimony: Preparing accurate reports for hearings and presenting evidence in court.

• Ethics & Professional Standards: Confidentiality, integrity, and professional conduct in high-risk operations.

Requirements:

• Must be at least 18 years old.

• Must have a valid Texas Driver’s License or State ID.

• Must be eligible under Texas law to participate in fugitive recovery/investigations training (subject to DPS/RSD standards).

• Students must bring required gear for field exercises; firearms and ammunition may be required for qualification depending on role.

• Background check may be required by employers or for licensing purposes.

Certification:

Upon successful completion of the 80-hour blended program, students will receive a Certificate of Completion from Texas Elite Academy. This certificate demonstrates specialized training in fugitive recovery, bail bond operations, skip tracing, and field tactics. It may be used to strengthen employment applications with licensed investigation companies, bail bond agencies, or fugitive recovery teams, and to prepare for compliance with the Texas Department of Public Safety – Regulatory Services Division (DPS/RSD).
