Eligibility Requirements for a Texas License to Carry a Handgun (LTC)

As mandated by Texas Government Code § 411.172, individuals applying for a License to Carry a Handgun (LTC) must meet the following eligibility criteria. These requirements must be clearly disclosed to all applicants before or during enrollment in any LTC training course offered by a licensed Texas LTC instructor or school.

General Eligibility Criteria

To qualify for a Texas LTC, an applicant must:

  • Be a legal resident of Texas or have lived in Texas for at least six months prior to application.
  • Be at least 21 years of age (or 18 if active duty military, including National Guard and Reserve).
  • Be capable of exercising sound judgment with respect to the proper use and storage of handguns.

Criminal History Disqualifiers

You are not eligible to receive an LTC if you:

  • Have been convicted of a felony (any offense punishable by imprisonment for a term exceeding one year).
  • Have been convicted of a Class A or Class B misdemeanor within the past 5 years, including DWI.
  • Are currently charged with the commission of a Class A or Class B misdemeanor, or felony under indictment or information.
  • Are subject to a restraining order, protective order, or court order that affects your access to firearms.
  • Have been convicted of disorderly conduct within the past 5 years.
  • Are currently chemically dependent or have a history of treatment for chemical dependency within the last 10 years.
  • Have been adjudicated as mentally incompetent, or committed to a mental institution.
  • Are delinquent in payment of: Child support, or Taxes or fees owed to the State of Texas (including student loans or state agency payments).
  • Are prohibited by federal law from possessing a firearm, including persons dishonorably discharged from the military.

Federal Law Compliance

The applicant must not be prohibited by state or federal law from possessing a firearm under:

  • 18 U.S.C. § 922(g) – includes persons convicted of domestic violence misdemeanors, or under certain protective orders.</li

⚠️ Important Notice to Students: Enrollment in and completion of a License to Carry (LTC) course does not guarantee approval of your LTC application. The final determination is made by the Texas Department of Public Safety (DPS) following background checks and statutory review.
