Texas Non-Commissioned Security Officer Level II – Course Description

The Texas Non-Commissioned Security Officer Level II Course provides the mandatory entry-level training required for individuals seeking employment as unarmed security officers in Texas. This state-approved program introduces students to the legal responsibilities, authority limits, and ethical standards of private security officers, while also emphasizing safety and professional conduct.

This course is designed for those beginning a career in the private security industry and is a prerequisite for advancing to commissioned (armed) security officer licensing.

Course Highlights:

• Introduction to Private Security: Overview of the Texas Private Security Act (Chapter 1702, Occupations Code).

• Roles & Responsibilities: Duties, authority, and limitations of non-commissioned security officers.

• Legal Concepts: Laws on arrest authority, use of force, and liability issues.

• Professional Standards: Ethics, appearance, public relations, and customer service.

• Observation & Documentation: Report writing, incident documentation, and effective communication.

• Safety & Emergency Procedures: Response to emergencies, workplace safety, and situational awareness.

Requirements:

• Must be at least 18 years old.

• Must have a valid Texas Driver’s License or State ID.

• Must be eligible under Texas law to work in the security industry (subject to DPS/RSD background review).

Certification:

Upon successful completion of the Level II course, students will receive a Certificate of Completion (Form PSB-30). This certificate is required to apply with the Texas Department of Public Safety – Regulatory Services Division (DPS/RSD) for registration as a Non-Commissioned Security Officer (Level II).
