Shay Talbot is a career law enforcement professional and senior instructor with over three decades of service in county law enforcement, school-based policing, and private security training. At Texas Elite Academy, Mr. Talbot serves as a TCOLE-Certified Firearms and Classroom Instructor, bringing a wealth of operational knowledge and instructional experience to the academy’s law enforcement and private security programs.

Mr. Talbot is a Certified Firearms Instructor under the National Rifle Association (NRA) and Texas Department of Public Safety (DPS), as well as a Red Cross CPR/AED/First Aid Instructor. He also holds certifications as a Level II and Level III Private Security Instructor and is a Texas License to Carry (LTC) Instructor.

Mr. Talbot began his law enforcement career with the Webb County Sheriff’s Office in 1991, where he served in multiple divisions including Jail Operations, Civil Process, Court Security, Bailiff Services, Investigations, and as a School Resource Officer. His dedication to community safety and judicial integrity laid a strong foundation for his transition into the educational policing sector.

In 2005, he joined the Laredo Independent School District Police Department, where he served for nearly a decade as a Police Officer, Motor Patrolman, Investigator, Field Training Officer (FTO), and Department Instructor. There, Mr. Talbot was instrumental in training new officers, conducting internal investigations, and enhancing safety protocols across district campuses.

A graduate of Laredo Junior College, Mr. Talbot furthered his instructional credentials through the Alamo Area Council of Governments (AACOG) Police Instructor School, earning certifications in Firearms Instruction, Police Instruction, and Special Investigations. His teaching style emphasizes real-world application, procedural compliance, and life-saving response strategies.

Mr. Talbot continues to mentor officers, school safety staff, and licensed security personnel through classroom instruction, range training, and tactical seminars—all under the mission of preparing professionals to serve with honor, accountability, and confidence.
